An international airport in Ninh Binh is strategically necessary

On July 25, Minister Tran Hong Minh led a Ministry of Construction delegation to work with Ninh Binh Province on infrastructure planning and development.

The Minister endorsed Ninh Binh's proposal to build an international airport, citing the province's booming tourism—especially spiritual tourism—at attractions like Trang An, Bai Dinh, Tam Chuc, and Tran Temple.

Each year, a large number of domestic and international tourists visit Ninh Binh. Given the long travel distances from airports such as Noi Bai, Cat Bi, Tho Xuan, or Vinh, an airport—especially one built to 4E standards capable of receiving large aircraft—would significantly enhance travel convenience and economic development.

Minister Minh emphasized that the province must take a long-term strategic approach to not only develop the airport economy but also maximize surrounding infrastructure, land, and service potential to benefit the local economy and residents. He urged Ninh Binh to consider investor attraction mechanisms for higher efficiency and better living conditions.

He also directed professional bodies and consultants to work closely with local authorities, taking into account national defense, wind directions, and airspace when planning the airport.

The Minister called on the Civil Aviation Authority of Vietnam to include Ninh Binh International Airport in the master plan for the national airport system for 2021–2030 with a vision to 2050. He requested a comprehensive assessment and guidance for Ninh Binh to expedite related procedures.

Regarding a proposed deep-water port in the Ninh Co Economic Zone, the Minister agreed, particularly supporting Deputy Minister Nguyen Xuan Sang's view to maximize project efficiency through planning. The Vietnam Maritime Administration will assist with this process.

He also advised that, beyond Ninh Co, the Maritime Administration should recommend other viable sites for deep-water ports to boost the province's marine economy—an increasingly vital sector after recent administrative mergers.

With its dense river system and numerous inland waterway ports, Ninh Binh should also plan for dredging and upgrading water transport infrastructure to seamlessly link road, sea, air, and rail networks—thus easing road traffic and supporting local development.

These port and wharf developments can be implemented through socialization (public-private partnerships) to ease public spending. The province can take on manageable parts and call for private investment in others—only using public funds when no investors step in.

Lastly, Minister Minh endorsed proposals for key road infrastructure in the province. He requested written proposals for review by the Vietnam Road Administration to ensure optimal travel conditions for people and businesses.

Regarding the Cau Gie–Ninh Binh Expressway expansion, the Minister instructed the Vietnam Expressway Corporation to complete all preparations for construction to begin on December 19.
